I think that isn't big problem but their parents should be care about their children,so shouldn't be illegal.Also, the young girls must be careful.However, I think that is impossible because Holloween will be cold, so if I were them I will not be able to do that because of cold.I can't stand.
My hometown has Holloween but that is not all of the area.Just someplace.People are wearing a lot kind of costumes that such as SPIDERMAN, STARWARS or Japanese characters,I think mostly they will be movies character.The girls will be police women or nurse kind of jobs worker.
